同一条道路，同一种权利 自行车可以与机动车平权吗？

在日常骑行中，相信很多喜欢骑行的朋友多少都经历过被其他道路使用者用不太尊重的方式加以对待。而更多的时候，比起单纯的不尊重，不少汽车司机甚至忽略掉骑行人士的存在。各种忽然的转弯、变线、开门对骑行者来说都是不小的危机。
但有趣的是，每当遇到争执的时候，舆论总喜欢在骑行者身上找原因，对骑行本身也是充满误解。社会生活似乎要求骑行人士去遵守与其他道路者相同甚至更多的义务，但没有想过给予骑行人士同样的权利。在笔者看来，要解决骑行与驾驶之间的矛盾，光靠规范骑行是远远不够的。和很多事情一样，如果自行车没有和机动车相同的路权，彼此就难以站在对方的立场考虑，相互的尊重也就不会存在。

也许在很多人的观念中，自行车是一种较为廉价的代步工具，而汽车则属于比较奢侈的身份象征——这样的话，从本质上来说二者就是不平等的，自行车就应该让着汽车，在路边慢慢骑。但随着社会的发展，自行车与汽车的角色已经不再像是以前定义的那样，运动自行车可以价格不菲，经济型的汽车也已经成为主流，自行车骑行者换个场合也可以是机动车驾驶者，自行车与汽车之间固有的不平等不再是必然。在很多国外的主要城市，自行车与机动车同权才更理所当然。
此外，在大城市中，自行车完全可以是比汽车更高效、更环保的通勤工具。早在1976年，美国道路工程师John Forester 在《Effective Cycling》一书中就提出，最有效的骑行方式就是让骑行者把自己代入成为一名机动车驾驶员去使用道路。这意味着骑行者可以在主路上骑行，从而更自觉和有效地遵守包括灯号、限速、路线在内的道路法规。也许会有人因此提出骑行人士的参与将影响正常的交通运行，但大量研究指出，在低速的城市道路上，自行车并不会影响机动车的行驶效率，而相反，机动车本身才是造成大城市交通拥堵无效的主要原因。

在安全方面，很多骑行者可能会习惯在靠近路肩的位置骑行，从而尽可能地远离机动车。可惜的是，正如John Forester在书中指出，这种骑行方式是十分危险的，在路肩边上骑行只会让骑行者面临更多的不确定性，只有让骑行者在道路中间部分骑行，才可以最大限度地让机动车驾驶员不得不注意到骑行者的存在，必须变道才能完成超越骑行者，同时确保骑行者不会处于机动车所谓的视野盲区之中，从而降低骑行者可能遇到的风险。不少国外城市对汽车超越自行车时的距离是有明确要求的，只有保证了自行车的道路使用权之后，骑行者的安全才可以得到保障。当然，骑行人士也需要佩戴头盔，安装前后车灯，穿适当显眼的衣服来保护自己。

另外，很多国外大城市为了提高骑行过程中的效率与安全而专门设立了骑行专用道，这更像是对骑行人士的特殊照顾，不会存在被机动车占道的情况，也不影响自行车与机动车平权的问题，这与国内的非机动车道或者辅路的设置目的并不完全一致。
作为一名驾驶者，我希望可以为骑行人士和其他道路使用者预留多一分的尊重。作为一名骑行人，我知道在路上能保护自己的除了头盔就只有良好的安全意识，遵守现有的交通规则永远是必要的。
